Do you believe that access to the internet is fundamentally undemocratic? Would you characterise ISPs as being slumlords?

Could the private ownership of the internet have been executed in a fairer manner? What would that have looked like?

Suppose that less than 10,000 people manage and operate the technical backbone of the internet (the actual number may be more or less than 10,000 but the order of magnitude is probably not more than 6). Can these 10,000 people be unified in opposition to exploitative behavior that affects end users? What challenges rest in unifying these 10,000 people?
